Cita Previa Seguridad Social: Appointment with INSS and TGSS in Mallorca

Anyone on Mallorca wanting to apply for a pension, sort out a sick note, follow up on the Ingreso Mínimo Vital or register as an Autónomo with social security will sooner or later run into a central stumbling block: the Cita Previa Seguridad Social. Without an appointment, you won't even get to the counter in most offices. The problem: there isn't just one Seguridad Social, but several authorities with different areas of responsibility – and anyone who turns up at the wrong office loses half a day. In this guide you'll learn when you really need a Cita Previa, how to get one online or by phone, which numbers and opening hours apply, and which Trámites you can usually complete entirely online without an appointment.

Cita Previa Seguridad Social: Appointment with INSS & TGSS Mallorca

Do you need support with registration, social security or Autónomo paperwork?

INSS, TGSS and ISM: who is responsible for what?

The Spanish social security system is not a single authority but consists of several institutions with clearly separated tasks. The INSS (Instituto Nacional de la Seguridad Social) pays out benefits – pensions, sick pay, parental leave, the Ingreso Mínimo Vital. The TGSS (Tesorería General de la Seguridad Social) handles the contributions side: registration, social security number, Autónomo registration, contribution payments. The ISM (Instituto Social de la Marina) is responsible exclusively for employees in seafaring.

Comparison: INSS and TGSS of the Seguridad Social — Responsibilities and when a Cita Previa is required

Note: Turning up at the wrong office costs you the Cita Previa and often days of waiting for the next available appointment. Check carefully before booking which authority is responsible for your matter.

Authority Responsible for Cita Previa required?
INSS Pensions, sick pay (Incapacidad Temporal), disability, Ingreso Mínimo Vital, European Health Insurance Card Yes, as a rule
TGSS Social security number, Autónomo registration, Vida Laboral, contributions, household helpers Usually not (online via Importass)
ISM Only for seafarers: benefits and administration Yes

For Autónomos who don't want to handle their registration, contribution calculation or ongoing bookkeeping on their own, it's usually worth taking a look at our guide on Bookkeeping for Autónomos or going straight to searching for a Gestoría near you.

When do you really need a Cita Previa?

Not every contact with the Seguridad Social requires a personal appointment. Many procedures, especially with the TGSS, can be completed entirely online – with or without a digital certificate. A personal appointment is mainly needed when it comes to complex INSS benefits or when the online routes don't work for some reason.

Query Authority Appointment needed?
Applying for a pension/consultation on Jubilación INSS Yes
Clarifying sick leave (Incapacidad Temporal) INSS Yes
Ingreso Mínimo Vital – checking status INSS Usually by phone via 020
Retrieving Vida Laboral TGSS No, 100% online
Registering/deregistering as autónomo TGSS No, via Importass
Applying for a social security number TGSS Usually online or at the TGSS
European Health Insurance Card INSS Can be requested by phone

If you simply want to retrieve your Vida Laboral, you'll find the direct route in our guide Retrieving Vida Laboral – no Cita Previa is required for this.

Booking a Cita Previa online: step by step

Booking online via the Sede Electrónica of the Seguridad Social is the fastest way to get an appointment and is available around the clock. Depending on whether you have a digital certificate, Cl@ve, or no electronic identification at all, the process differs slightly.

With a digital certificate, Cl@ve Permanente or DNI electrónico:

  1. Go to sede.seg-social.gob.es and select the option "Cita previa para prestaciones y otras gestiones" in the "Ciudadanos" section.
  2. Select the option "Obtener cita previa para pensiones y otras prestaciones (INSS)".
  3. Identify yourself using your chosen method (Zertifikat, Cl@ve Permanente, Cl@ve Móvil or DNI electrónico).
  4. Enter your email address, the reason for the appointment and your province.
  5. Choose an available appointment from the calendar.
  6. Note down the Localizador (confirmation number) for any later changes.

Without a digital certificate:

  1. Use the same entry point on sede.seg-social.gob.es, but select the option "Sin certificado".
  2. Alternatively, the link takes you directly to w6.seg-social.es/ProsaInternetAnonimo for certificate-free appointment booking.
  3. Enter your DNI/NIE, postcode, reason and desired province.
  4. Confirm the booking and save the Localizador.

Note: For applications without any electronic identification, there is also the platform tramites.seg-social.es or prestaciones.seg-social.es, through which you can submit Prestaciones applications directly, even without a Cita Previa.

Book a Cita Previa by phone

Anyone without a certificate or without the desire to fill in online forms can also get an appointment by phone – available around the clock, on all days of the week.

Channel Number Availability
Cita Previa INSS (appointment booking) 91 541 25 30 or 901 10 65 70 24 hours, daily
INSS info hotline (no appointment booking) 915 42 11 76 or 901 16 65 65 Mon-Fri, 9:00 am-8:00 pm
Ingreso Mínimo Vital – Info 020 (free of charge) Mon-Fri, 9:00 am-2:30 pm

When calling, have your DNI or NIE and your postcode ready, and try to call from a quiet environment – the system asks for both before offering you an available slot. At the end you receive a Localizador, which you can use to change or cancel the appointment later.

Attention: The info hotlines 915 42 11 76 and 901 16 65 65 explicitly do not book appointments – they are only for general information about procedures, documents and ongoing applications.

TGSS appointments: Usually possible without Cita Previa

For matters with the TGSS – affiliation, Autónomo registration, contribution payments, debt settlement – there is generally no classic appointment system, since these processes are mostly handled online via the Importass portal. Anyone who still needs to attend in person can visit any TGSS office during the week from Monday to Friday, between 9:00 and 14:00.

If you are an employee and are unsure whether your contract is actually classed as Autónomo work or as disguised permanent employment, it's worth taking a look at our guide beforehandFalso Autónomo Spanien.

Process Channel Cita Previa
Autónomo registration/deregistration Importass No
Retrieve Vida Laboral Sede Electrónica / Importass No
Apply for social security number TGSS office or online Generally not mandatory
Clarify contribution debts TGSS office, Mon-Fri 9am-2pm Possible in person, no fixed Cita
Register household help Importass No

Anyone wanting to correctly register an employee or household helper will find the details in our guideRegister household help.

Documents and preparation for the appointment

So that your appointment doesn't fail due to missing paperwork, you should prepare thoroughly beforehand. The Seguridad Social generally expects originals plus copies of the most important identification documents.

Document What it's needed for
DNI or NIE Identification for every Trámite
Postcode (código postal) Requested during phone and online booking
Localizador of the appointment For confirmation, changes or cancellation
Registration form (for first-time registration) First-time registration with the TGSS
Supporting documents for the respective benefit (e.g. employment contract, medical records) Depending on the Prestación applied for

Before you go to the TGSS, you should already have an NIE – without it, no social security number can be issued, as the system first identifies you via the NIE. Anyone who still needs to clarify their Residencia situation will find background information in our guide Residencia Spain.

Most common mistakes with the Cita Previa

Most lost appointments don't arise from the system itself, but from avoidable mistakes made beforehand.

  • Wrong office booked: An appointment at the INSS is of no use if you actually have a TGSS matter (e.g. Autónomo registration).
  • Info hotline confused with appointment booking: Via 915 42 11 76 / 901 16 65 65 you won't get an appointment, only information.
  • Postcode not at hand: Without the código postal, phone booking is delayed unnecessarily.
  • Localizador lost: Without this code you can neither change nor cancel the appointment.
  • Online Trámites overlooked: Many believe they absolutely need an appointment for Vida Laboral or Autónomo registration – yet both can be done entirely digitally via Importass.

Cita Previa for special cases: IMV, pension, sick pay

Depending on the benefit applied for, the channels differ slightly. For the Ingreso Mínimo Vital there is a dedicated, free info hotline (020), though no Cita Previa is issued through it – here you first get informed and then submit the application afterwards online via imv.seg-social.es or at an INSS office with an appointment. For pension and sick pay matters, a classic INSS Cita Previa is generally the right route, either online with a certificate or by phone.

Note: For urgent matters or particular personal difficulties, INSS offices have separate reception desks for quick handling without a pre-booked appointment.

What happens next? The process after the Cita Previa

Once your appointment is set, you should gather all documents in good time beforehand and check whether your matter actually matches the office you've booked. After the in-person appointment, depending on the matter, you'll either receive confirmation directly, a notice by post, or be asked to submit further documents electronically. For benefit applications, processing by the INSS can take some time depending on the case – the appointment itself is usually only the first step in the process, not the conclusion.

Anyone who also needs to clarify tax matters as an Autónomo or employee will find guidance in our section Taxes & Finances or on ongoing declarations in the guide Modelo 303 & 130.

Checklist: successfully booking a Cita Previa Seguridad Social

  • Clarified whether INSS, TGSS or ISM is responsible
  • Checked whether the process isn't already possible online without an appointment (Vida Laboral, Autónomo, Importass)
  • DNI/NIE and postcode at hand
  • Digital certificate or Cl@ve prepared (if available)
  • For telephone bookings: quiet environment for the call
  • Localizador noted after booking
  • All evidence for the respective trámite laid out as original plus copy
  • If unsure: contacted a tax adviser or gestoría

Conclusion

For many expats in Mallorca, the Cita Previa Seguridad Social is the first real point of contact with Spanish bureaucracy – and it is considerably easier to master once you know in advance which office is responsible for your matter. INSS appointments for pensions, sick pay or the IMV can be obtained around the clock online or by phone, whereas TGSS matters such as Autónomo registration or Vida Laboral are usually handled entirely without an appointment via Importass. Anyone who has their DNI/NIE, postcode and the right documents ready saves themselves unnecessary waiting time and misbookings. For more complex cases – such as Autónomo status or ongoing bookkeeping – it is also worth seeking the expert view of a gestoría.
