Santa Eulària building fine brings in €1.78m

Santa Eulària des Riu Council in Ibiza has collected €1.78 million from the largest urban-planning fine in its history, completing the enforcement process on Tuesday, 25 August 2026.

The building fine concerned unlicensed work at a house near the Ca na Palava industrial estate, as well as breaches of stop-work orders issued while the case was under way.

Unlicensed work at protected property

Municipal technical inspectors found that what had initially been presented as minor works amounted to a full renovation of a two-storey home with more than 400 square metres of built area. The work included renewal of the roof and installations, conversion of a 54.68-square-metre garage into a plant room, and refurbishment and extension of an existing annexe.

The work was valued at more than €544,000. As the house predates 1956, it is protected under the Island Territorial Plan, and the council found one very serious and two serious urban-planning infringements.

Enforcement charges added to fine

The €1.78 million total includes €1.3 million in the principal amount, €275,707 in enforcement surcharges, €120,727 in late-payment interest and €3,560 in procedural costs.

Between 1 January and 20 August 2026, Santa Eulària des Riu completed enforcement cases worth €5.2 million. That figure excludes partial payments in still-open cases; fully collected and closed enforcement files totalled €7.5 million during 2025.
