Ciutadella desalination pipe hits 33 properties

A desalination pipe planned between the Ciutadella desalination plant and the Es Caragolí storage tank affects 33 private properties in Ciutadella, Menorca. On 27 August, the Directorate General for Water Resources put the list of affected land and rights on public display. The notice opens a 15-working-day period for interested parties to object or report errors in the list.

The scheme requires rights of way across land, temporary use of plots and, in some cases, expropriation. The land procedure must be completed before any declaration of urgent occupation, according to the Balearic Government’s Ministry of the Sea and Water Cycle.

The board of the Balearic Agency for Water and Environmental Quality, Abaqua, approved the construction project on 19 December 2025. It forms part of the Balearic Islands water plan for 2022-2027.

The government says the link will help Menorca make better use of desalinated water, strengthen supply security and manage water resources more sustainably.
