Mallorca’s capital, Palma, faces a protest on Saturday over plans to replace horse-drawn carriages: several groups want a timetable, while the city aims to have its first electric carriages in service in summer 2027. Palma City Council said on Wednesday, 14 October, that work on the change is under way.

An electric model is under review

The carriage trade presented its chosen electric model to the council two weeks ago. Applications for its approval have been submitted, and the council is checking whether it meets the requirements. The council’s mobility department also plans to put the proposal out for public comment for 15 days, with the process due to be announced soon.

The rules still need to change

In May, the city government agreed to include the required rule change in its 2026 legislative plan. The new regulations still have to be drafted and approved by the full city council.

The council says nearly 90 per cent of holders of Palma’s 28 valid carriage licences back the move to electric carriages. Summer 2027 remains a target, not a confirmed start date.
