Spain backs part-time retirement for health staff

Spain’s health service staff move closer to part-time and early retirement after the cabinet approved a new employment bill in Madrid on Tuesday, 1 September. The Central Independent Trade Union and Civil Servants, known as CSIF, said the draft also creates a new professional grading system based on duties, responsibility and specialist skills.

The bill is known as the Estatuto Marco, the framework law governing health service staff. CSIF said the retirement measures would be introduced alongside improvements planned for public-sector workers more broadly. Those measures are in a separate Public Service Bill already going through Parliament.

The union wants MPs to begin work on the health-service law immediately and speed up both its passage and entry into force. It said talks had dragged on because the Ministry of Health had failed to coordinate with other departments, including Social Security.

CSIF credits years of pressure and mobilisation for securing the measures now included in the text. It plans meetings with parliamentary groups to agree a timetable and put forward amendments aimed at strengthening workers’ rights.

The union also says it will watch the parliamentary process to prevent cuts to gains won after years of negotiations. It is demanding an immediate meeting of the monitoring commission for the January 2026 agreement to start talks on the pay deal that must accompany the new law.
