Manacor abattoir rebuild fails: €56,000 payout due

Mallorca’s Manacor abattoir remains shut, with no rebuilding work done and a payout of just over €56,000 due to contractor Veolia. On 14 October 2026, the People’s Party (PP) said Manacor council must also return €1.5 million in funding. The council cancelled the building contract in June 2026, more than four years after plans to renovate the site began.

A contract, but no construction

The abattoir has been closed since 2019. In May 2022, the Balearic Government, the Council of Mallorca and Manacor council agreed to work together on its renovation. A funding agreement that December provided €1.5 million from the government and island council.

Veolia won the €2.28 million project in December 2023, and the building contract was signed the following January. But a site check did not take place until March 2025. The team overseeing the work then found the project could not go ahead, so construction never started. According to the PP, delays and changes to the plans, including changes linked to solar panels, pushed up costs beyond the budget for the work.

Funding to return

Manacor council cancelled the building contract in June 2026 and ended the contract for overseeing the work days later. The PP says the council now owes Veolia just over €56,000 and must return the €1.5 million provided for the renovation. It also says the joint monitoring committee required under the funding agreement was never set up.

PP spokeswoman Núria Riera blames former mayor Miquel Oliver and wants him to explain why a funded project produced no building work. The abattoir remains closed, with the renovation intended for Mallorca’s livestock sector still undone.
