Mallorca permit plan could cut waits for new activities

People and companies in Mallorca and across the Balearic Islands could eventually begin some activities without waiting for a permit. In Palma on 2 September, the Balearic government started work on an order to identify which procedures can use this route. The change would apply only where the rules allow it.

The planned order forms part of the rollout of Law 4/2026. It could replace prior authorisation in some cases with a declaration of responsibility or an advance notice to the administration.

A declaration of responsibility is a statement that the required conditions have been met. It would need certification from a collaborating body, and could also replace some of the supporting paperwork currently required.

The Ministry of Business, Finance and Innovation says the aim is to cut the documents people and companies submit and shorten certain procedures. It points to the model used by collaborating urban planning bodies, known as ECUs, which speeds up planning licence applications while retaining legal safeguards and the administration's power to check them.

No procedure changes immediately under the proposed order. Departments will review cases one by one to decide which parts of the regional administration and public sector can use the simpler system.

Checks would not disappear. Instead of demanding a review before every activity starts, the government plans stronger verification, inspections and checks afterwards. European and national rules will guide the assessment to protect the public interest and legal guarantees.
