Menorca water powers to follow Autonomy Statute

The People's Party (PP) in Menorca, in Spain's Balearic Islands, said on Monday, 24 August, that water powers would be transferred to the Island Council of Menorca through the procedure set out in the Autonomy Statute. The party said the process must provide legal certainty and include the functions, funding and resources required for water management.

The PP said a provision in the Biosphere Reserve Law concerning the transfer could not be applied and therefore could not have brought about an effective handover. It cited warnings from the autonomous administration's legal services and legal office.

According to the party, an ordinary regional law cannot assign powers to an island council outside the route established by the Autonomy Statute. It said that placing the provision in the Biosphere Reserve Law was therefore insufficient to complete the transfer.

The PP said amending the article did not mean Menorca would forgo responsibility for water management. It argued that the change would allow for a genuine transfer carried out under the statute and with the necessary guarantees.
