Balearic budget cited in Spain's 2027 budget fight

Mallorca, in Spain’s Balearic Islands, is covered by a rolled-over regional budget: finance minister Arcadi España cites it as the opposition challenges his promise to present Spain’s 2027 budget this year. Speaking in the Senate in Madrid on Tuesday, 29 September, España also says the government will call an election next year.

A deadline and a housing vote

People’s Party senator Gerardo Camps says the constitutional deadline for presenting the budget expires on Wednesday. He argues that the government lacks the votes to pass it, even among its partners. España counters that several regions governed by the People’s Party have extended their existing budgets, including the Balearic Islands.

The clash moves to housing. Camps accuses the government of ruling by decree. España replies that the People’s Party can vote on Friday for a housing decree offering tax breaks for property owners and deductions linked to rent.

Questions over contracts and invoices

Basque Nationalist Party senator María Dolores Etxanu asks how the government will respond to rising wage costs in labour-intensive public contracts. España raises doubts about changing procurement law, but says the government will keep examining the contracts and the difficulties facing affected sectors.

Junts senator Eduard Pujol warns that businesses and self-employed people could face the cost of adapting their invoicing systems twice. España says investment in Spain’s Verifactu electronic invoicing system will not be wasted when the European system, ViDA, is introduced.
