Mallorca, Balearic Islands: regional spending breaks the spending rule as it rises 17.8% in 2024, against the 2.6% allowed. The Balearic Audit Office reported the breach in Palma on Monday, 26 October. Its head, Joan Rosselló, said spending had grown faster than the economy.

Health costs exceed the budget

The Balearic Health Service, known as IBSalut, records around 200 million euros in unbudgeted spending each year, Rosselló said. That continued even though the health budget rose 8% in 2024 compared with 2023. The extra costs have to be covered from other parts of the budget.

No immediate problem, auditors say

Rosselló said revenue grew faster than spending in 2024, so he sees no short-term problem. But if revenue falls or stops growing, costs that carry over from year to year could become difficult to cover.

The audit report makes 65 recommendations to improve financial management. Despite the spending-rule breach and the unbudgeted health costs, it gives a favourable assessment of the accounts it examined.
