Calvià labour dispute looms after two-year pay row

UGT says Calvià Town Hall is heading towards a labour dispute after negotiations over municipal civil servants’ working conditions have sat unresolved for more than two years. On 14 September, the union accused the council of deliberately dragging out the talks.

The union says the governing team failed to produce a promised pay-rise proposal at the start of this month. It also claims that most of its proposals on pay and work-life balance have been ignored, with almost all economic and social improvements rejected.

UGT says there is widespread discontent among staff and that its representatives are facing constant pressure to call immediate protests. It warns that a change of attitude is needed to avoid a labour conflict.

The union also points to what it calls deeper failures in the council’s internal management. It cites a stalled review of job evaluations, delays in processing the 2022 public employment offer and repeated excuses over back payments.

Negotiating meetings have become a “forum for debate without a future”, UGT says, with issues logged for endless study rather than answered. The union adds that minutes from the meetings have been delayed by a year, which it says breaches current rules.
