Mallorca cruise cap: Celestyal joins Palma pact

At Mallorca’s capital port of Palma, no more than three cruise ships may be in port at the same time. Celestyal has joined the agreement that sets that limit, the Balearic Government said on 10 September 2026. The pact already includes 26 other cruise lines and Palma City Council.

The agreement was signed in February and continues a scheme launched during the previous legislative term. The Balearic Government’s Tourism, Culture and Sports Ministry said Celestyal’s move strengthens the collaboration.

Three ships, with one large vessel

Of the three ships allowed at once, only one may be a large-capacity vessel. Under the pact, that means a ship with more than 5,000 berths.

The agreement also controls the cruise calendar. Its aim is to avoid peaks in arrivals and spread calls more evenly through the year.

Cleaner fuel and public reports

The pact encourages fleets to use cleaner fuels, including liquefied natural gas, and to improve energy efficiency. The Balearic Government says the measures support coexistence in Palma and protect the city’s image.

A government website publishes monthly reports on cruise calls at Palma’s port. An annual report will track progress under the agreement and whether its conditions are being met.
