Mallorca climate refuges get 80% upfront funding

Up to 80% of grants for climate refuges in Mallorca and the wider Balearics will now be paid in advance. The Balearic Government approved the move on Friday, 25 September, in Palma for the scheme’s second round. It has two million euros from the sustainable tourism tax.

Climate refuges are indoor and outdoor spaces designed to improve thermal comfort during heatwaves. Funding can cover the planning and delivery of projects, including municipal networks of these spaces and links between them.

Councils and other public bodies will not need to provide a guarantee for the advance payment. The money is intended to let them put projects out to tender, including investments that can exceed 300,000 euros and were not initially included in their budgets.

Money split between 2027 and 2028

The second round sets aside 1.6 million euros for 2027 and a further 400,000 euros for 2028. The aim is to make urban and edge-of-town public spaces more resilient to climate change and reduce the impact of heatwaves, particularly on vulnerable groups.

The first round also had two million euros available and backed 13 projects. It received 24 proposals worth almost five million euros, with technical and scientific assessment selecting schemes that used nearly all the budget.

Mallorca projects already under way

The first-round projects were put forward by councils in Llubí, Sóller, Sa Pobla, Lloret de Vistalegre, Calvià, Esporles, Inca, Costitx, Puigpunyent, Sineu, Estellencs and Alaró on Mallorca. The Island Council of Formentera also took part.

They include municipal climate-refuge networks and renaturalisation projects. The new funding round is intended to allow more public bodies to develop local measures for adapting to climate change.
