Mallorca corruption safeguards: only two councils pass

Responsible for this content: Frank Menze

Mallorca has just two councils with adequate safeguards against fraud and corruption: Palma and Llucmajor make the grade in a review of 12 Balearic town halls for 2024. Maó is the only other council to meet that standard, the Balearic Islands Audit Office says. The findings were reported on 29 October.

Even the stronger councils have gaps

Palma has an adequate framework, but lacked the staff and technical resources to carry out all the financial checks it planned for 2024. The Audit Office recommends extending its fraud and corruption prevention plan across all council operations.

Llucmajor still needs to issue regular reports on how its anti-fraud plan is working. Maó needs rules to keep its anti-fraud committee operating continuously.

Valldemossa has the most shortcomings

Among the councils reviewed, Valldemossa has the most deficiencies. It has no integrity policies, does not effectively separate management from payments and fails to carry out key financial oversight duties.

Most of the 12 councils have prevention systems and ways to report suspected wrongdoing. None has a system of penalties in place.
