Doctors demand Parliament group on Estatuto Marco

Medical organisations in Madrid are demanding a dedicated parliamentary group to examine the draft Estatuto Marco law on 16 September 2026. The Foro de la Profesión Médica wants politicians, public administrations and professional, trade-union and scientific bodies brought together to find a shared route forward.

The group says the bill, already sent to the Congress of Deputies, should not continue in its current form. It argues that the drafting process has exposed how hard it is to reach broad agreement on the particular demands of medical work.

The forum is calling for a new channel of dialogue to narrow differences and settle the issues still open in the legislation. It wants the parliamentary process to include the profession’s main demands and create a separate space for representation and negotiations on doctors’ working conditions.

That would cover working hours, on-call shifts, professional responsibility, the organisation of care, workforce planning, retention and recognition of the specific nature of medical practice.

The organisations say the dispute reaches beyond employment terms, affecting patient safety, quality of care and the sustainability of Spain’s National Health System. They are seeking a broad, transparent and plural institutional debate alongside negotiations with medical representatives, with the aim of securing the widest possible support for rules that will shape the profession for years.
