EU disability funding at risk in 2028 to 2034 budget
Madrid, 9 October 2026: EU disability funding could lose its own budget lines and checks under plans for 2028 to 2034, Ana Peláez Narváez warns. The secretary general of the European Disability Forum raised the concern in an interview for a project run by the Spanish organisation Cermi. Without funding, she says, people cannot put their rights into practice.
Why separate funding matters
As the EU negotiates its next budget, Peláez fears that combining priorities in larger funding pots could leave disability support harder to identify and track. She wants clear budget lines, defined goals and checks on what the money achieves.
European funds, particularly the European Social Fund, have helped create job opportunities and tackle exclusion over recent decades, she says. The European Pillar of Social Rights also sets out support and services to help people with disabilities take part in work and society.
Checks must show who benefits
Peláez wants disability named in EU policy goals and in the measures used to judge progress. Without separately recorded data, she says, it is harder to see inequalities or tell whether public money reaches those who need it most.
She points in particular to women and girls with disabilities, who face further inequalities in employment, education, health and protection from violence. Organisations representing people with disabilities must also help shape and assess EU policies, she says.
