Feijóo’s Spain housing plan: split flats, add floors
An old flat of 160 to 170 square metres could become two homes: People’s Party leader Alberto Núñez Feijóo wants to let owners divide large properties in Spain without unanimous agreement from their owners’ community. He also wants to allow extra floors on buildings, provided they fit the architecture of the street. Feijóo set out the proposals in an Onda Cero interview reported by Europa Press on 27 October 2026.
Splitting a flat under his plan would require a change to Spain’s Horizontal Property Law, which sets rules for owners’ communities. Feijóo also wants local councils to decide on planning permits within 90 days. If they miss that deadline, the application would be treated as approved.
The proposals form part of his plan to build a million homes in Spain. For young people, he promises a 60% cut in taxes on housing and guarantees of up to 100% to help them secure a mortgage. He pointed to the roughly 500,000 homes built each year from 2005 to 2007, while acknowledging that the period produced a property bubble.
None of the measures is in force. Feijóo says that, if his party wins an election, it would push them in its first 100 days in government, alongside changes to land law and a law against illegal occupation of property.
