Spain funding plan clears hurdle as PP targets Congress
Spain’s regional funding plan has cleared a key hurdle in Madrid after Catalonia and the Canary Islands backed it on Friday, 4 September. PP-led regional governments now want the Congress of Deputies to block the reform. Their spokesperson, Andalusia’s economy and finance councillor Carolina España, said it benefits Catalonia alone.
The plan was approved at the Council for Fiscal and Financial Policy, where Spain’s central and regional governments discuss public finances. España said the proposal leaves the other autonomous communities at a disadvantage.
She accused the central government of rejecting every PP objection and said the model had already been agreed with the independence movement. The PP-led regions had not been allowed to help shape it or suggest improvements, she said.
They want the proposal withdrawn and fresh talks opened with every autonomous community, including those governed by the PSOE. España would not say whether PP-led regions would join the scheme if it eventually passes, but said the process would be long and predicted the government would fail to win approval in Congress.
