Spain plans housing decree for young renters and buyers

Young people in Spain face rents they cannot afford and lack the savings to buy: the government plans a housing decree for Tuesday. In Madrid on Monday, 28 September 2026, First Deputy Prime Minister and Economy Minister Carlos Cuerpo said ministers were still settling the measures. The decree is expected to address evictions as well as the difficulty young people face in finding an affordable home.

The government is considering ways to increase the supply of homes and change housing-market rules. Cuerpo did not say which proposals would make the final decree. Asked whether it would stop investment funds buying homes, he gave no clear answer.

The Council of Ministers is expected to consider the decree on Tuesday. If it approves the plan, parliament must still confirm it. Cuerpo called on other parties to support it.
