Spain's housing decrees fall in two Congress votes

Two housing decrees fall in Madrid, Spain: the Congress of Deputies rejects both on Friday, 2 October 2026. They cover evictions, rents, home purchases by funds and the renewal of rental contracts. Housing minister Isabel Rodríguez says she is “very disappointed”.

The Council of Ministers approved both decrees this week. The first, covering evictions, rents and purchases by funds, receives 172 votes in favour and 178 against. The second, on renewing rental contracts, loses by 166 votes to 184.

Rodríguez gives reporters no further comment after the vote. Later, she writes on social media: “Between the people and the vultures, PP, Vox, Junts and UPN have chosen the vultures. History will judge them.”
