Mallorca housing decrees: Prohens fears fewer rentals

Mallorca could lose rental homes under two housing decrees approved by Spain’s government, Balearic president Marga Prohens warns in Palma, Mallorca, on Wednesday, 30 September 2026. Why Prohens fears fewer rentals

One measure would require a landlord to pay a tenant 12 months’ rent if the landlord does not renew the contract. Prohens says 96 per cent of property owners in the Balearic Islands are small landlords, and worries the payment could make fewer homes available to rent.

She argues that the decrees do nothing to increase the supply of affordable homes. Over the past 20 years, she says, the islands’ population has grown by almost 50 per cent while housing construction has risen by less than 30 per cent.

A row over the two decrees

Prohens also accuses the Spanish government of approving two decrees but publishing only one in the country’s official gazette. She says the texts contradict each other and claims the rush to approve them is meant to draw attention away from Ceuta.

She has backed People’s Party leader Alberto Núñez Feijóo’s call for Junts and the Basque Nationalist Party not to support the decrees.
