Ibiza car limit: hire firms demand 15 changes

On the island of Ibiza, hire firms want 15 changes to the car limit law: last year, provisional vehicle quotas appeared just 15 days before the restrictions began. The Balearic Vehicle Hire Association, Baleval, filed its proposals with the Ibiza Island Council on 8 October 2026. It plans to take them to parliament in the coming days.

Baleval wants the council to publish vehicle limits nine months in advance, rather than three. It also wants decisions on vehicle permits made and communicated by 31 December of the previous year. Baleval president Cristóbal Herrera says any cap on vehicle numbers should come with a technical, economic and competition assessment.

The association still opposes the law. It says the restrictions will not solve Ibiza’s transport problems and questions whether they are necessary, proportionate or constitutional. But with the island council unwilling to withdraw the law, Baleval says it will work on changes.

Baleval also challenges the focus on hire cars. It points to a November 2024 study that found no official figures for the exact number of hire vehicles on Ibiza. The same study put island residents’ share of the vehicle load at 75 per cent on an average weekday in July 2023. Baleval wants more detailed research to support the restrictions and assess their effect on traffic. It also wants transparent rules for allocating permits and safeguards against quotas being passed on or the rules being bypassed.
