Mallorca seeks less red tape, firm public checks

Mallorca is pressing for a simpler, faster administration without weakening checks on public money. Consell de Mallorca president Llorenç Galmés made the call in Palma on 18 September at a seminar on internal control — the checks carried out inside local public bodies. He said the system is a safeguard for rigour, transparency and good government.

The Balearic Islands Audit Office organised the meeting with the Consell de Mallorca to examine Royal Decree 424/2017, which sets the legal rules for internal control in public-sector bodies. Secretaries, auditors, treasurers, technicians and other local administration staff attended to share experience, raise recurring problems and seek clearer ways to apply the decree.

Galmés said rules, procedures and case files still depend on people making decisions, reviewing spending, inspecting work and giving advice. Their work may often go unnoticed, he said, but it is essential to ensure public resources are managed with full safeguards.

The seminar drew its conclusions from experience of applying the regulation, problems found in day-to-day management and technical guidance issued by the General Intervention of the State Administration since the decree came into force. Mallorca’s councillor for Finance, Innovation and Public Service, Rafel Bosch, also attended and closed the event.
