Mallorca low-emission zones face no penalty grace period
Mallorca is covered by tighter rules for low-emission zones: councils required to set them up must prove they can enforce vehicle restrictions and penalise breaches without a grace period. Spain’s government approved the change on Tuesday, 3 November, the Ministry for Ecological Transition and the Demographic Challenge said.
The zones restrict access, driving and parking according to how much a vehicle may pollute. Councils must document when those restrictions take effect and show that access checks, monitoring and follow-up work. Their local rules must include the penalties set out in national traffic law, with no temporary arrangements that delay enforcement.
The requirement to establish low-emission zones covers island territories, municipalities with more than 50,000 residents, and those with more than 20,000 residents where air-quality limits are exceeded. The government says the change will help it check whether the zones work.
