Mallorca PSOE foundation faces closure call over inactivity
A Mallorca foundation linked to PSOE faces a call to close after auditors found no activity at the start of 2024. Spain’s Court of Audit has urged the dissolution of the Centre d’Estudis i Desenvolupament Gabriel Alomar, the PSOE Balearic Islands-linked body. It is among ten party-connected foundations and organisations the court says remained registered despite having no activity.
The finding comes in the court’s newly approved review of money received and spent by political foundations during 2023. Two other PSOE-linked bodies were also named: Fundación Ideas para el Progreso and the Carlos Chivite foundation of PSOE Navarra.
The review also found five foundations with negative assets and told them to draw up recovery plans while bringing their finances into line. They include Fundación Ramón Rubial, linked to the Basque Socialist Party, with a negative balance of 30,107 euros, and Carlos Chivite, with minus 365.98 euros.
Fundación Pablo Iglesias improved its position after a 2023 agreement with PSOE to renegotiate loans and add 2,554,556.80 euros to its foundation capital. Its net assets moved from minus 2,259,212.04 euros at the start of 2023 to 257,277.22 euros by year end.
Of 37 foundations and bodies examined, only 15 filed their annual accounts on time. Another 18 filed late, while four submitted no accounts and could not be audited.
Just 22 bodies had registered in the dedicated section of the Interior Ministry’s Political Parties Register. The Court of Audit recommends making registration compulsory before any public subsidies are paid.
Political foundations received 4.7 million euros in private donations and 2.1 million euros in public subsidies in 2023. The court found cases of rule breaches and spending that was not eligible for subsidy funding, and says it will alert the bodies that awarded those grants so they can seek repayment. It also found that 14 foundations and political bodies had not published their 2023 accounts or audit conclusions online.
