Mallorca's €1m public projects face a funding review

Responsible for this content: Frank Menze

Mallorca and the other Balearic islands face a funding hunt for public projects worth at least €1 million: the regional government has brought in specialists to rank investments and work out how to pay for them. The Balearic Ministry of Economy, Finance and Innovation announced the move in Palma, Mallorca, on 26 October 2026. The review covers plans from regional bodies, the University of the Balearic Islands and local councils.

Which projects are in the review

The €1 million threshold applies to public facilities and infrastructure. Projects aimed at economic, social or environmental change will also be examined if they cost more than €2 million.

The work spans transport, energy, housing, water, technology, health and social facilities. Specialists will draw up a priority list, paying particular attention to projects with specific funding needs or plans to start from 2028.

How the government plans to find the money

The ministry says rising costs and tougher competition for Spanish state and European Union funds make the search harder. It also wants to prepare for changes to the European Union’s 2028–2034 budget and make better use of regional funding.

The specialists will produce a five-year funding plan. The three projects judged most important will get detailed financing options and timetables. Two later reviews, six months apart, will update the findings to reflect decisions on the European Union budget and the islands’ insularity funding factor.
