In Palma, Mallorca, teachers’ union ANPE is demanding more than €1,600 million for Balearic education in 2027: it wants funding for air-conditioned classrooms, more space and more teachers. The call comes on 25 October 2026, after the Balearic regional government approved a €7,160 million spending ceiling for its 2027 budget on Friday.

Why the planned rise falls short

The 2026 education budget is €1,400.22 million. If it rose by the 9.1% planned for the regional budget as a whole, it would reach €1,527.64 million in 2027. ANPE says that would not be enough. Its Balearic president, Víctor Villatoro, is calling for an increase of more than 14% on the current education budget.

The union says teachers have lost purchasing power, with the high cost of living on the islands adding to the effects of national pay cuts made in 2010. It wants better pay and working conditions, including full payment of extra salary instalments and progress on career development.

Classrooms, housing and staff

ANPE wants money to improve school buildings, expand teaching space so classes can be smaller, and strengthen staffing. It also wants less paperwork for teachers. The union says costly housing and difficulty finding a home on the islands make teaching posts harder to fill and teachers harder to retain.

It is seeking funding for existing education agreements and commitments being negotiated for a new agreement covering 2027 to 2031. ANPE also wants more support to improve results, reduce early school leaving and meet pupils’ differing needs. Its statement does not say whether the regional government will include the requested sum in the 2027 budget.
