Mallorca: €2 fee per item on non-EU online orders
Mallorca online orders from outside the European Union attract a new €2 handling fee per item from Sunday, 1 November. The charge applies across the EU, including to purchases through platforms such as Shein and Temu. The European Commission has set the fee, but the party responsible for import costs must pay it — not the buyer directly.
A second charge on imported items
The €2 fee comes on top of a separate €3 customs duty introduced in July for imported items in shipments worth no more than €150. The charges work differently: the new fee is per item, while the €3 duty is calculated by product category. Several items in the same category may incur one €3 duty; a parcel containing different categories may incur €3 for each.
The EU says the new fee is meant to cover the cost of handling and checking shipments. Customs authorities check the information supplied, assess risks and inspect goods when needed.
More parcels, harder checks
About 5.9 billion low-value items entered the EU market in 2025, four times as many as in 2022, according to figures from Brussels. Around 90% came from China. The volume makes it harder for customs officers to spot goods that break EU safety and consumer-protection rules.
The European Consumer Organisation welcomes the fee but warns that platforms could pass costs to shoppers late in the checkout process. EU rules require the full price to be clear in advance. The organisation also wants the money raised to strengthen customs checks.
Under the wider customs reform, platforms and sellers shipping from outside the EU will take greater responsibility for payments and for meeting EU rules. The temporary €3 duty is due to remain until July 2028, when a new European customs data platform for online trade is expected to begin operating.
