Spanish rector fears hurdles for non-EU PhD students
Non-EU PhD students in Spain could face a harder immigration process: Julián Garde, head of the Spanish Conference of University Rectors (CRUE), raises the concern at a ministerial conference in Alicante, Spain, on 22 October 2026. He says a change to the rules for these students sits uneasily with efforts to help academics move between countries.
Garde wants universities across the Ibero-American region to share practical tools that make academic mobility easier and improve recognition of studies. Talent, he argues, should determine a person's opportunities, not their financial circumstances or unexpected setbacks.
The conference is considering a charter for researchers and a programme for doctoral and postdoctoral training. Garde also calls for stronger trust between institutions, alongside institutional and financial commitments to keep university cooperation programmes going.
