Palma nurses could lead health zones under PP plan
Nurses in Palma could run local health zones under a People's Party proposal to change the city's Capitality Law. The party put forward two amendments on Monday that would also open the posts to other A2 health professionals. The plan must be approved before it can take effect.
The People's Party says doctors have so far held the director roles because of Supreme Court case law on state rules. It argues that this has unfairly shut nurses out of jobs leading primary care teams.
How the roles would work
Directors would be chosen through a discretionary appointment process from A1 and A2 health professionals in the primary care team. Each candidate would first submit a management plan for the activities in their local health zone.
The director is the top authority in the zone, leading the primary care team and overseeing healthcare under the agreed plans and guidelines. The post also carries responsibility for staff and material resources.
The proposal includes technical coordinators for each professional area. A medical coordinator would be compulsory if the director is not a doctor. There would also be nursing coordination when the director is not from that profession, plus a coordinator for admissions and public services to organise administrative staff and support processes.
Pay and current directors
Under the amendment, pay would be set by the job and its responsibilities rather than the professional category of the person holding it. The People's Party says later changes to these arrangements could be made by decree.
A second amendment would apply the change to health-zone directors appointed before the Capitality Law comes into force. Nurses already working as directors could stay in their roles without being dismissed and appointed again.
