24 beds but no toilet: Spanish National Police find a flat in Manacor, Mallorca, where people inside say up to 30 live. Officers and inspectors from the Balearic Government’s Housing Inspection Service checked the home last week and identified nine people. Some beds stood in the corridors, and two rooms were locked with padlocks.

The authorities say the flat had serious failings in hygiene and living conditions. The people identified said they each paid between 100 and 200 euros a month to rent a bed. Officials have yet to check those claims.

The Balearic Government has begun steps towards a possible fine. It says overcrowding a home can bring fines of 30,001 to 90,000 euros. People can report suspected housing breaches through its complaints channel on the Balearic Islands administration website.
