Palma's funding floor doubles to 60 million euros
Palma, Mallorca: a new law doubles the minimum annual contribution from other administrations to the city to 60 million euros. The Balearic Parliament approved the change on Tuesday, 27 October 2026, with the PP, PSIB and MÉS per Mallorca voting for it and Vox against. The money is meant to cover costs Palma faces as the Balearic capital.
Housing help in the new law
Palma must provide a permanent service offering tenants information, legal advice and support. It will also help people at risk of losing their homes. The city must set up a municipal housing company within a year.
The law also adds support for families, particularly those in vulnerable situations, with housing and balancing work and family life. Other changes cover social services, care for victims of violence against women, community policing and civic officers who will help enforce city rules.
Why Vox voted against
Vox initially backed the bill but opposed it after the PP rejected its proposed change on the use of Spanish and Catalan by Palma City Council. The PSIB praised its negotiations with the PP, while MÉS per Mallorca voted for the law but criticised the lack of willingness to reach further agreements.
Parties submitted 128 amendments during the bill's passage, and 40 were accepted. One that failed would have let Palma designate itself an area under housing pressure and limit rents.
