Palma horse carriage row: complaint targets drivers

Progreso en Verde has taken videos of clashes around horse-drawn carriages in Palma to the Balearic Islands public prosecutor’s office. The animal-rights party has filed a complaint over the conduct of some drivers and wants prosecutors to decide whether any criminal offence may have been committed.

The footage covers incidents in August and on 4 September 2026, the party said. It alleges there were serious confrontations with people near the carriages, including people filming what was happening.

What the footage is said to show

One video is said to show two drivers involved in a violent confrontation with a woman. In separate August footage, Progreso en Verde says another driver verbally abused a woman and that water was thrown in her face.

The party also wants investigators to examine another driver shown in August recordings because of what it describes as violent behaviour. A video from 4 September allegedly shows a different driver insulting several people while National Police officers were present.

Progreso en Verde says the role of the officers must also be clarified, including why their intervention was needed. It alleges there have been other episodes in which people recording the situation faced intimidating language and physical actions.

Party calls for licence review

The party wants any previous police or administrative records linked to the incidents checked. It says this could establish whether the cases were isolated or part of repeated behaviour.

It has also called on Palma City Council, known as Cort, to assess whether the allegations could affect drivers’ licences, permits or work. Progreso en Verde has criticised what it calls the council’s silence and demands an account of the steps taken after the incidents.
