Balearic employers’ group Pimeb is set to gain a seat on Spain’s Economic and Social Council, while the national employers’ side loses two places to regional groups. On 19 October 2026, Antonio Garamendi, president of the Spanish Confederation of Business Organisations (CEOE), attacks the Labour Ministry’s decision to change the council’s membership. The other new seat goes to Pimec, a Catalan group representing small and medium-sized businesses.

The government has begun replacing council members whose terms have expired. It says the change will give leading national and regional organisations a place on the council, where unions also sit. Pimec has proposed Ferran Bel, who already represents the group in Madrid, for its seat.

CEOE and Cepyme oppose giving up the two seats. Garamendi says the ministry acted on its own, without consent. He argues that the decision has no legal basis and unlawfully intrudes on the powers of employers’ organisations.
