Mallorca rent caps rejected as Prohens defends housing plan
On Mallorca, rent caps remain off the Balearic government’s agenda: President Marga Prohens rejects them on 6 October 2026, saying they make it harder to find a home. Responding to Més per Menorca MP Josep Castells, she argues that rent limits permitted under Spanish housing law have failed elsewhere. Castells says the government’s proposals do not answer the housing crisis and calls for more action.
Why Prohens opposes rent caps
Prohens points to Catalonia, where rent limits already apply. She claims it has the highest number of evictions per person among Spanish regions and that affordable flats have been withdrawn from the market. She also says an earlier Balearic housing law failed to deliver, as did the expropriation of homes from large property owners.
Homes in the pipeline
Instead, Prohens cites limited-price housing, higher permitted building density and strategic residential projects. Her government has also set a minimum period of residence in the Balearic Islands as a requirement under its housing measures. About 10,000 homes are in the administrative pipeline before construction can begin, she says.
Castells disputes the results. He says the government’s measures have yet to show an effect and housing in the Balearics is less affordable than ever. Rent controls, he argues, could affect the 10 per cent of owners who hold six or more homes, rather than the small landlords Prohens says she wants to protect. He urges her to reconsider.
