Spain's rent extensions face defeat on 12 November

Spain's renters face a 12 November vote that could stop automatic, indefinite extensions of rental contracts before they take effect. In Madrid, the Permanent Deputation of the Congress of Deputies plans to vote on that measure and a second housing decree. The meeting is planned for the day after a general strike over housing and the day before the election campaign begins.

The rent extension measure is not due to take effect until 15 November. It allows exceptions, but may never come into force: the expected vote is a 34–34 tie, which would defeat it. The Basque Nationalist Party is expected to vote against it, as it did when the full Congress rejected a similar measure on 2 October.

The other decree has been in force since its publication on 7 October and is expected to win approval. It temporarily bars evictions of vulnerable people, offers tax breaks to tenants and certain property owners, and provides loans for first-home purchases.

The Permanent Deputation is the group of MPs that continues to work after parliament is dissolved. Its vote could leave one housing decree in place while the planned rent extensions never begin.
