Mallorca’s rent caps and low pensions are up for debate: the Balearic Parliament in Palma, Mallorca, considers 162 proposals on Tuesday. The parties have filed the plans following a general policy debate. A special sitting is due to start at about 14.30, after the ordinary session, and last around two hours.

The conservative People’s Party (PP) has submitted the most proposals, with 60. The Socialist PSIB has filed 46, Vox 20 and MÉS per Mallorca 18. Més per Menorca has put forward nine, Unidas Podemos five and Formentera MP Llorenç Córdoba four.

Rent caps and first-home tax breaks

The PSIB wants the Balearic Islands designated an area where the housing market is under pressure, allowing councils to cap rents. It also calls for the immediate construction of social housing.

Vox proposes tax breaks for people buying their first main home. It also wants to extend a regional rent tax deduction to tenants who can show at least five years of legal residence in the Balearic Islands. MÉS per Mallorca wants to limit home purchases by people who do not live on the islands, while the PP backs the regional government’s plan to use sustainable tourism tax funds for housing.

Low pensions and visitor numbers

The PSIB wants parliament to consider a public-backed legislative proposal for a regional top-up to pensions below the statutory minimum wage. MÉS per Mallorca also supports the proposal.

On tourism, the PSIB wants a limit on visitor numbers and a gradual end to holiday rentals in blocks of flats. MÉS per Mallorca calls for a ten-year plan to bring annual visitor numbers down to 13 million. Vox, by contrast, wants to abolish the sustainable tourism tax. None of the proposals has been agreed; Tuesday’s debate will show which can win support.
