Palma opens 15-day sandbox consultation for trials

Palma is opening its municipal spaces and services to innovation trials under a proposed sandbox scheme. Palma City Council has published the outline of the new rules and launched a public consultation lasting 15 calendar days from the day after publication. The plan would let projects test ideas, products and systems in real conditions for a limited time under council supervision.

A sandbox is a controlled test setting. Under Palma’s proposal, physical or virtual municipal spaces, infrastructure and services could become testing grounds for prototypes, technology platforms and other systems that have already passed an initial development stage.

Rules before projects can begin

The consultation is the first step before the ordinance is drafted in full. The council says the framework is intended to give pilot projects flexibility while setting rules for their use of public assets and services.

People and organisations can suggest conditions for taking part, including whether third-sector bodies, research centres and neighbourhood associations should be eligible. They can also comment on how projects should be monitored and assessed, and on the criteria for keeping them running or introducing them permanently.

Data, transparency and public services

The proposed rules also cover transparency, public participation, data use, sustainability and inclusion. Palma says the scheme is designed to help modernise public services and improve quality of life in the city.

The initiative appears in Palma’s 2026 municipal regulatory plan. The council also wants the future ordinance to encourage work between public bodies, private organisations and academic institutions.
