Spain's housing decree faces Tuesday test amid tax talks

Spain’s housing decree is still being negotiated: the government wants to take it to the Council of Ministers on Tuesday, but it has not secured the support it needs. Speaking in València on 28 September, Finance Minister Arcadi España urged political parties to keep talking and give ground.

España said there was room to make progress on tax measures, but would not say what was on the table. Asked whether the government might cut VAT on home sales, he gave no answer on the proposal.

He said the talks mattered to young people struggling to find a home. He also criticised the People’s Party and Vox for blocking earlier housing measures. Housing policy is the responsibility of Spain’s autonomous communities, he said, but the national government still intends to act. For now, no measure from the new decree has been confirmed, and the parties have until the planned Tuesday meeting to continue their talks.
