Spain rent rules: coalition agrees two housing decrees

Spain’s rent rules move a step closer to change: coalition partners PSOE and Sumar agree on two housing decrees in Madrid, Spain, on Tuesday, 29 September. Last-minute talks delay the cabinet meeting at La Moncloa by an hour. It begins after 10.30 am, with all ministers attending.

The sticking points are Sumar’s demands for rules on renting out individual rooms and automatic extensions to rental contracts. Both are also demands of the Tenants’ Union, which is organising a protest camp at Madrid’s Puerta del Sol. It is not yet clear whether either measure is in the final text.

A draft seen by Europa Press the previous day suggests the deal could also ban evictions of vulnerable people until 2028, tighten conditions for temporary rentals and offer tax breaks to landlords and tenants. The final wording has not been released.

The government plans to approve the two decrees separately, and each will then need its own vote in the Congress of Deputies. That is the next hurdle: a previous housing decree fell a month after cabinet approval because it lacked enough votes in Congress.
