Teachers' early retirement at 60: ANPE wants it for all
On Mallorca, public-school teachers who joined the civil service after 2011 cannot use the voluntary retirement option at 60: the ANPE teachers’ union wants to change that for anyone with 30 years’ service. It made the demand to Spain’s central government on Friday, 16 October 2026. ANPE also wants the incentives linked to early retirement restored.
Why some teachers miss out
The option is currently limited to civil servants who joined before 2011 and belong to the Clases Pasivas civil service pension scheme. Teachers who joined later fall under the general social security system. Its normal retirement age will reach 67 in 2027, though those with enough years of contributions can retire at 65.
ANPE warns that, without a change in the law, the option to retire at 60 will gradually disappear from public education. The union says daily work with pupils, increasingly complex classrooms and teaching responsibilities take a physical and emotional toll over decades.
A fallback of fewer teaching hours
ANPE proposes keeping 65 as the normal retirement age, allowing teachers who choose to stay until 70 and opening voluntary retirement at 60 to all public-school teachers with 30 years’ service. It says the change would also help bring in a new generation of teachers.
If early retirement is not restored, ANPE wants regional authorities to cut five teaching hours a week for teachers over 60. It wants those protections included in a future statute for public-sector teachers, but says the legal change should not wait for it.
