Spain tourism plan targets visitors who help local life

Zaragoza, Spain, expects 600 tourism professionals from 20 to 22 October 2026: the question is which visitors do most for the places they visit. At the Palacio de Congresos, Turespaña, Spain’s tourism agency, will unveil its 2026–2028 plan and debate how international tourism affects local life. Its director, Miguel Sanz, presented the conference programme with Zaragoza city councillor Sara Fernández.

Looking beyond visitor numbers

Sanz said the choice of which international tourists to attract affects both the places they visit and how visitors and local people get along. Tourism bodies, he said, are no longer trying simply to bring in as many people as possible. They want visitors whose trips have a better impact on those places and on residents’ quality of life.

Travel industry representatives from the United States, the United Kingdom and Germany will discuss trends in their markets. They will also look at how Spanish tourism businesses can reach travellers there more effectively.

A new plan for Spain’s tourism agency

Turespaña’s plan will focus in part on domestic tourism and on adapting Spain’s image in overseas markets to appeal to visitors who have a better local impact. Other discussions will bring in tourism officials from abroad, as well as regional and local organisations in Spain.

Zaragoza will also show the attending professionals its cultural heritage through a programme organised by the city council.
