Mallorca tourism: PP and Vox block visitor cut plan

Mallorca’s tourism debate hits a wall on Tuesday: PP and Vox vote down a plan to reduce visitor numbers across the Balearic Islands. In the Balearic parliament, they reject every part of a motion put forward by Socialist Party (PSIB) MP Llorenç Pou.

The PSIB wants the Sustainability Pact’s discussion panel, known as the Mesa del Pacto por la Sostenibilidad, to consider measures to ease tourism pressure. The party says the panel has agreed no measure to reduce it and accuses the regional government of refusing to publish 544 proposals from the public. Pou also says the government used the pact to hold back a rise in the Sustainable Tourism Tax.

PP MP Rafael Nadal rejects the suggestion that the government denies tourism pressure. He says the panel has considered farming and coastal laws. Vox spokeswoman Manuela Cañadas argues that tourism should be managed, not reduced.

MÉS per Mallorca and Més per Menorca support the motion overall but abstain on four points. These include calls for the panel to discuss a tax on holiday cars not registered in the Balearic Islands and a change to water charges aimed at encouraging heavy users to use less. PP and Vox defeat those points too.

The PSIB argues that the 19 million tourists who visited the Balearic Islands in 2025 exceeded what the islands can handle. For now, its proposed route to cutting visitor numbers has been voted down.
