Sant Lluís wastewater plant upgrade to double capacity
The Balearic Islands government is allocating €6.3 million to modernise the wastewater plant in Sant Lluís, Menorca, with its treatment capacity set to rise from 15,000 to 30,000 population equivalents. On 21 August 2026, the Balearic Agency for Water and Environmental Quality (Abaqua) authorised the procurement procedures for the project, which is scheduled to run between 2027 and 2029.
The construction contract has a tender budget of €5.9 million and an expected duration of 21 months. A further €358,220 has been set aside for technical management, inspection, monitoring and health and safety coordination. Both contracts are due to be financed through a 2023 agreement with the Ministry for Ecological Transition and Demographic Challenge.
Treatment to continue during works
The project timetable is intended to keep wastewater treatment operating throughout the refurbishment. Abaqua has managed Sant Lluís's main sewerage and treatment system since 1990, and the overhaul is intended to address the condition of the existing facilities as well as present and future local demand.
The work will renew key treatment processes, improve the handling of wastewater and sludge, and add odour-control equipment. The plant's electricity supply will also be upgraded through a new underground power line and work at the transformer centre.
Second treatment line planned
A second treatment line will be built alongside the plant's current single line. Having two independent lines will allow preventive maintenance to be carried out in winter without disrupting the system's operation.
The scheme also includes a new settling tank and alterations to existing installations. It forms part of wider wastewater infrastructure upgrades on Menorca, including work already under way in Es Mercadal, as well as projects at plants in Formentera, Felanitx, Andratx and Binissalem.
