Mallorca plans vehicle cap targeting hire cars in 2027
Mallorca could limit the vehicles entering the island for the 2027 tourist season, under a law the Partido Popular expects Parliament to pass in October or November. PP parliamentary spokesman Sebastià Sagreras set out the timetable in Palma on 8 September. Parliament is due to hold its first debate on the proposal on Wednesday.
If it clears that stage, political groups will be able to table amendments. The proposal would then go through a working group and committee before the end of the year.
Hire cars, access limits and fines
The planned law would regulate the entry of hire cars and allow limits on access to particular parts of Mallorca, as already happens at Formentor. It also provides for future mobility plans.
People who break the rules could face fines from €300 to €30,000. Foreign owners of a second home on Mallorca would be allowed to keep only one car registered on the island.
Road data will set the cap
The Consell de Mallorca is updating a study on how heavily the island's roads are used. It plans to use those figures to set the limits, then apply a tax ordinance setting the related charges.
Island territory and mobility councillor Fernando Rubio said officials had met shipping companies, hire-car firms, environmental groups, hoteliers, the Balearic Islands Port Authority and Spain's traffic authority, the DGT. Consell representatives are also due to meet DGT officials in Madrid.
Rubio pointed to Ibiza, where he said similar rules had stopped 35,000 hire cars entering during this season. He said Mallorca had to begin its work from scratch because earlier groundwork, including the road-capacity study, had not been completed.
